The City of Abilene is a home-rule city with a council-manager form of government featuring a mayor and six council members. The City Manager, City Secretary, City Attorney, Municipal Court Judge, and all board and commission members are mayoral appointments approved by the City Council. Receiving policy direction from the City Council, the City Manager’s role is to plan, direct, manage, and review the activities and operations of the City; coordinate City services and activities among City Departments and with outside agencies; and provide highly responsible and complex administrative support to the City Council. The City Manager directs and manages the development and implementation of City goals, objectives, policies, and priorities for each service area. 

The City of Abilene seeks an experienced leader and excellent problem-solver, who will work to maintain and improve the culture of the organization without creating silos between departments or with the City Council, to serve as its next City Manager. The ideal candidate will have excellent communication skills, and will be able to meet, listen, and develop solutions for the community. The chosen City Manager is a team leader, but not a micro-manager. The ideal candidate is knowledgeable in highly complex principles and practices of municipal administration; state and federal legislative processes and how those might benefit the organization; and current social, political, and economic trends and operating problems of a municipal government. An ability to work with regional partners to create partnerships that would benefit the City is vital, as is being a strong force driving solutions and partnerships for economic development.

A bachelor’s degree from an accredited college or university with major course work in business administration, public administration, or a related field is required, plus eight (8) years of increasingly responsible managerial and administrative experience in a municipal government. A master’s degree in public administration is preferred. A relevant combination of education, experience, and training may be considered. A valid Texas driver’s license (or the ability to obtain one within 90 days of employment) is required. Residency in Abilene is required.

The City of Abilene offers a competitive salary range of $250,000-$305,000, depending on qualifications and experience.
